Though Jigglypuff wasn’t playable in the first Stadium game, its model could still be seen using the Pokedex feature. Like Pikachu, the swaps are inspired by the nicknamed Pokemon in Stadium. It’s characterization is also inspired by the recurring Jigglypuff during the Kanto arc of the anime. Like Pikachu, Jiggs’ 64 design is a less detailed version of the Stadium model, combining attributes from the original games with the anime. Jigglypuff was chosen as an oddball joke character, but several others were in consideration such as Meowth (as Pikachu’s Rival) or Mewtwo (as the series antagonist).
